The regional elections in Indonesia face various significant challenges, including legal uncertainty due to rapid regulatory changes, vulnerabilities to violations and fraud such as voter manipulation, and the negative impact of money politics on bureaucracy and its neutrality. Additional challenges arise from the transition to direct elections following the amendment of the 1945 Constitution, which has introduced various implementation issues. This study employs a Systematic Literature Review (SLR) approach to identify and analyze relevant literature from major databases. The analysis results indicate that comprehensive reforms are necessary to ensure integrity and fairness in the election process. These reforms include enhanced regulation, accountability, transparency, and greater public participation. The roles of supervisory bodies such as Bawaslu and KPU are crucial in ensuring fair and transparent elections. These findings emphasize the need to protect voting rights and prevent election fraud to strengthen democratic principles in Indonesia. This research provides valuable insights for the development of more effective election policies and practices in the future.
